SADDAM HUSSEIN CAPTURED
"Former Iraqi president Saddam Hussein was captured without a shot [Dec. 13] by American soldiers who discovered him hiding in the dark of a tiny, underground burrow near his home town.. ..The capture of Hussein, who appeared bedraggled and exhausted after more than eight months on the run, accomplishes a long-sought goal of the Bush administration that U.S. commanders hope will weaken insurgents fighting occupation forces.."  Complete report..

PRESIDENT BUSH SIGNS SYRIA SANCTIONS BILL
"President George W. Bush late [Dec 12] signed a bill aiming to punish Syria for alleged terrorist links and purported efforts to obtain nuclear, biological and chemical weapons. The bill provides for economic and diplomatic sanctions to be imposed on Syria, but also gives Bush the option of waiving penalties.. ..The bill bans trade in items that could be used in weapons programs until the administration certifies that Syria is not supporting terrorist groups, has withdrawn 20,000 troops from Lebanon, is not developing unconventional weapons and has secured its border with Iraq.." GCC MEETING IN RIYADH TO DISCUSS BAN ON CHEMICAL WEAPONS
"The Foreign Ministry's Assistant Undersecretary for Political Affairs and Chairman of the International Organizations Department Prince Torki bin Muhammad bin Saud Al-Kabeer.. ..opened a regional workshop in Riyadh [Dec 8] for the member states of the Gulf Cooperation Council (GCC). CRITICS CONDEMN IRAQ CONTRACT BAN
"Countries set to be excluded from multi-billion reconstruction contracts in Iraq have questioned the logic of a formal ban being imposed by the US.  Old US allies and Russia stand to lose lucrative contracts because they opposed the US-led war. France said it was studying the ban's legality, while the German Government described it as 'unacceptable'. ABDULLAH, IRAQI MINISTER HOLD TALKS
"Crown Prince Abdullah.. ..held talks [Dec. 13] with Iraq's interim Foreign Minister Hoshyar Zebari. The talks, which were attended by Foreign Minister Prince Saud Al-Faisal, focused on Saudi Arabia's involvement in the rebuilding of the war-torn country and other issues. JAPAN BACKS IRAQ TROOPS DISPATCH
"Japan's cabinet has approved sending up to 1,000 non-combat troops to Iraq, its biggest deployment since World War II.  In line with Japan's pacifist constitution, the troops will only be allowed to play a humanitarian role.  But the plan is highly controversial, especially after two Japanese diplomats were killed in Tikrit last month.. ..No timeframe has been given. IRAQ COUNCIL VOTES TO THROW OUT IRANIAN OPPOSITION GROUP
"Iraq's Governing Council voted [Dec 9] to expel the leading Iranian opposition group and confiscate its assets, a surprise move that could alter the regional balance of power. The resolution calls for the eviction of the group's 3,800 members by the end of the month.. ..The Iraqi council's unanimous decision against the People's Mujaheddin, or MEK, is a significant political and security gain for Iran and could marginalize the group.. ..The MEK, which mixes Marxism and Islam, has been on the U.S. list of terrorist organizations since 1999, but some administration hawks had argued that the group could form the basis for an effort to pressure or change the regime in Tehran.." IRAQI REFUGEES RETURN HOME

"The US Consulate General has begun collecting fingerprints of visa applicants regardless of nationality. "High-level expatriate workers in Saudi Arabia can now relocate their families to Bahrain easier than ever, a senior immigration official told Gulf News. The expatriates, who hold senior position in their Saudi-based companies, including managers, doctors and engineers, can now bring in their families to live in Bahrain without having to get a Bahraini sponsor, Sheikh Ahmed bin Isa Al Khalifa.. ..'They can use their Saudi-based companies as their sponsors in Bahrain,' he explained.." DIPLOMATIC RELATIONS WITH IRAQ
"Member of the interim governing council in Iraq Ibrahim al-Jaafari said [Dec 9] that Kuwait agreed to resume diplomatic relations with Iraq. The Kuwaiti daily al-Anbaa quoted al-Jafaari as saying that he had held talks to this effect with the Kuwaiti Prime Minister Sheikh Sabah al-Ahmad al-Sabah who informed him that the council can send an ambassador to Kuwait to resume his work.." US ARMY TRUCKS ATTACKED IN KUWAIT
"Gunmen have fired at two US military truck convoys in Kuwait, slightly injuring four US soldiers. LETTER BOMB INJURES EDITOR'S SECRETARY
"A letter bomb blew up in the hands of a secretary to the editor of a leading Kuwaiti newspaper [Dec 10], wounding him in the face. Walid Dahdouh suffered face cuts and police evacuated the building of Al Siyassah.. ..It was addressed to Ahmed Al Jarrallah, the paper's editor-in-chief, and was post-marked Beirut, Lebanon.. ..The letter bomb was not the first attack on Al Jarrallah. OMAN AND YEMEN SIGN SEA BORDER AGREEMENT
"The Sultanate and Yemen signed at the Foreign Ministry [Dec 15] the Sea Border agreement during the meetings of the joint political committee.. .. Yousef bin Alawi bin Abdullah, Minister Responsible for Foreign Affairs signed the agreement on behalf of the Omani side, while Dr. Abu-Bakr Abdullah al-Qarbi, Yemeni Foreign Minister signed for his side adding 'Alawi said this agreement followed the demarcation of the land border, adding that the two countries' leaderships were always keen to set an example in the brotherly relations'.." PAKISTAN TO RAISE DEPORTEES' TORTURE ISSUE
"Islamabad is to take up with the authorities of Oman the allegations made by Pakistanis deported [Dec 11] that they were tortured in Muscat jails. As many as 1,025 Pakistanis returned home by sea on Wednesday, after they had been jailed for illegal entry and employment in Muscat. REACTION TO SADDAM HUSSEIN CAPTURE
"Qatari Foreign Minister Hamid bin Jasim bin Jaber al-Thani told Al-Jazeera television in Doha, 'We call upon the Iraqi people, with all their sects and political affiliations, to cement their national unity so that they can achieve their aspirations in forming an elected national government and maintain Iraq's independence.
